Is There a Mismatch Between State Legislative Delegation and City Voters?
When an election leads to a mismatch between a state legislative delegation and a city in that district, the city increases its lobbing efforts by around five to seven percentage points. If you're a city you have a sort of very close election where you very narrowly elect a democrat or a republican, the cities that are electing the non co partisan increase their lobby ang rates by something like 20%.
