WakuSense Playing to the Interoperability Idea

Waku makes sense playing to the whole interoperability idea. We as a concept have for a fleet manager that sometimes we can manage the devices really on a detailed level based on VDA5050. But then in other situations, like with RGLOCs, for example, we wouldn't want to tell that the movement or limit the movement of the vehicles in that way.
