Clark suggested he would simply hand over his lottery ticket to charity. Under the i r s assignment of income doctrine, taxes on lottery income are attributable to the recipient. An individual directly donating a winnering lottery ticket would be assigned to the income and then owe potentially millions in fed on state taxes. So clark is now recommending annuities.
