The Importance of Non State Actors

Trade is a mitigating factor for war, but it's probably not enough to. While it lowers the possibility of war, it'sprobably not enough to absolutely rule out the possibility. Non state actors would be institutions that are not necessarily a state. The idea of terrorist hear's what is different about this current situation with the advent of nuclear weapons. And once that happens, a lot of stuff flies out the window.
