When the consequences of those are so drastic that maybe it's like a humanity end game, or at least for everybody who happens to be out about that day, then it's worth solving. So i think it's something that you should at least be thinking about a the other effect. Even if that that type of an outcome is a solved, i don't know that it is solvable, but say it is. This is more like a second order effect of how behaviour changes. And this is actually a book that i didn't realize was popular with developers, but cause i read it years ago,. More like an urban planning perspective, but a pattern language in general.
