The national scurty council will determine tit we have the right strategy. I'm confident that this administration, in previous administrations, believes that siber deterrence is possible but we have to hedge our expectations. We need to convince them that it's simply not worth the cost. And then finally, you do need to impose con quinces on those that continue to come at harass or succeed against you. i think if we were to give more time and attention to potential transgressor would make a change in the decision calculus of a potential transgressor.
