Gender dysphoria is a negative emotional state. It's associated with when your experience of your gender identity doesn't correspond with your biological markers. People generally gravitate towards things like wearing clothing that expresses something that they experience inside, or do their hairstyle shorter for a natal biological female or biological male might wear his hair longer and light makeup. And it's not typically a moral issue but what if it's actually helpful for them, it alleviates distress? That brings you to the question of on a continuum of efforts.
