Is Proliferation Scalable in Magic the Gathering?

Gathering is an action in magic the gathering where if you proliferate, you add one more. Does that give a counter to every or just what you as whoever is causing the proliferation gets to decide? We're so glad world war three didn't happen fore that package got here.
