Initially we were so concerned about the virus that we all believed we need take all measures to stop the virus transmission. At that point though, we started to see data that there was a ten thousandfold difference in the risk between an older person with a commerbid condition and a younger, healthier person. And that difference in risk was never really incorporated into covet policy. Even to this day, there is a sense that every is an equal risk when the risk is radically different.
