In a second term, would there be people who would carry those orders out? I absolutely think there would be. The reason Trump wants people in jobs like that is because he sees leverage in those federal powers to take disaster aid. He was always looking for some kind of leverage, especially if it was in a blue state. But this happened again and again and again.
