The Impossibility of Regulating Spyware

I do wonder about whether regulation is going to even be possible, given the need that states have for these powerful tools. Why would states willingly give them up? It's not that the US would regulate Israel to keep in check its spyware industry because it would be a self-defeating move. And I think it's obviously important also to say that the issue of the ubiquitous nature of spyware and how, as you said, many states want to get access to it.
