The Pay to Play of Donald's Pardonings

There's a lot that happened during his presidency that i don't even think people talk enough about. I was looking at the presidential pardency made, it seems a, based on what we know, that there were pay to play practices. While everyone there managed to pardon a powerful criminal or two, donald primarily punished, pardoned powerful individuals or lobbying type individual connections. And of course, unlike any other person, he pardoned his co conspirators in crime. They lost, but they weren't really charged with anything. As donald then ends up spinning it that he won. That's what he can do, whether he's losing or winning, he's always winning.
