The Lord's Vengeance Is Going to Fall Upon the Midianites

Jesus picks up on this chapter in the sermon on the Mount. What Jesus is concerned with is people who are trying to weasel around and make a vow that they don't really intend to keep. In 31 seven, they wared against Midian as the Lord commanded Moses and killed every male. And then verse eight, they killed the kings of Midian with the rest of their slain.
