Is There a Difference Between Notebooks and Tags?

A note can only really be in a single notebook at any given time, whereas it can have an arbitrary number of tags. So the tag relationship is many to many, whereas the notebook relationship is one to many to put it in database terms. And I think that's a kind of more fundamental distinction, right?
