In a cellular automata all the energy cost is paid up front you don't have to pay for your transitions they just happen for free like that. That seriously warps a lot of the design and the dynamics and the behavior that will typically come out of such a system. Can you force a system to do any particular behavior that way? Sure, as long as you can maintain deterministic execution but I'm more and more getting fork bombs in my systems.
