The Caesars and the Transition From Culture to Civilization

The West is in decline to the West but it might be a man of techniques where he says basically what you just said that a people from a separate culture that didn't create that art form can never do anything more than copy it. I think we should just take for granted that America is on a slow steady decline pretty much since like the 50s and if you look at Rome transitioning from the Republic to the Empire they were tearing itself apart until the Caesars came along and stopped it. Did we miss the boat on the Caesar did we already have a Caesar or are we about to transition into that?
