What's an Inexpensive Circumstance?

There's no way on planet earth that only two officers would show up t a double homicide. If the police do a swatting call right am, and it's found to be illegitimate, they can answer under exigent circumstances. So i get it, but as a cop, i see how you can't just not do anything. I think this shows highly to the value of local police. When i was in chile, i noticed it was all national cops everywhere. They all have like, uniforms, stand on the corner.
