We use a service called uptime robot for this, but there are other services like I think Ping them. And what they do is they so first they don't run on AWS themselves. Second, and they check from multiple locations. If your website is running, they check for multiple locations. So our biggest problem or the biggest source of errors is the Lambda Edge functions. This could be because of some problems with CloudFront itself; it could also be because of other issues with S3. But yeah, it works in the end.
