Introduction
In the early hours of Tuesday, June 6, a major dam on the Dniepro River in Russian-occupied Ukraine suffered catastrophic damage. Flood waters are now rushing downstream and sending tens of thousands of people fleeing. This obviously raises the question, did Russia sabotage the Kakovidam to thwart a Ukrainian counter-offensive? I am joined today by former U.S. Ambassador to Ukraine John Hurst who argues that despite what Putin says, Russia doesn't have an existential interest in this war.
