How Do You Construct a Control Group?
The study looked at teen employment growth in a state and its neighboring states. It found that when the state's minimum wage was raised, it had an impact on teens' jobs. But if other nearby states didn't raise their minimum wages, this might not be as clear-cut of cause or effect. The research is similar to testing blood pressure drugs by looking at control groups who didn't get treatment.
