The Importance of Choosing to Work Harder

Under hard determinism, outcomes ultimately come down to being born into the right or wrong causal chain of events. The only way you can in our current setup is to say that people always have the free will to choose to work harder. How do you justify paying someone three times as much as someone else if both people literally could not have chosen to do otherwise?
