Congress passed legislation that granted permanent normal trade relations with China. But when the Bush administration started, China was not yet in the WTO. That didn't happen until I think the end of the first year or since. In the Bush administration under the president's direction, we were very focused on transitioning beyond China as a trade power who had to increasingly increase exports.
