Refining lithium and cobalt is a very difficult an specialized process. We have to remove other minerals that we don't want mixed in. China controls 80 % of the world's refining for raw materials like cobolt and lithian. Even if those minerals are mined in places like the congo, they still get shipped to china to refine them.
