Protecting Infants From Over Stimulation

For infants, they have these biological needs. Think about maslow's hierarchy. We need food when we're hungry,. We need shelter and physical comfort. You need protection from over stimulation. They can deal effectively with others through carrying interactions. How do we make this happen?
