Is There a Report Principle in the Brain?
If we accept the report principle, there is a tight connection between something being conscious and its being available for cognition. This leads to very different theories of the neuro science - neural cor consciousness. But if strong emergencism is true, identifying strongly emergent causal dynamics will be a major piece of evidence in establishing the neurer correts of consciousness. I think it's an open question. Empirically, we don't know enough about how the brain works to establish it one way another. And i'm increasingly sceptical about a kind of reductionist picture of rationality or agency.
