Initially everyone thinks it's going to be a short conflict. Employers don't want what is a skilled workforce being dispersed. Workers themselves have their own different strategies. The poor law was never designed to cope with very large numbers of unemployed workers, but it is the traditional mechanism for handing out relief and resources.
