Pay as You Trash

In Ireland, new trash fees led to a rise in burn victims because more people were burning their trash. In Germany, people started flushing so much of their food waste down the toilet that the sewers became infested with rats. And then there's the famous tactic, famous among garbage scholars at least, known as the Seattle Stop.
