The EFD was in charge of preparing World Bank educational loans. Staff members are very highly paid and paid mostly from 75% from the World Bank. They were chosen to fit into this division to be able to do this work. So it was a real authority within UNESCO, but it was always perceived as an alien body because it represented the World Bank right?
