Carbon black is used as a reinforcing material in rubber. It's made by partially burning the dirtiest garbage off the bottom of the crude distillation column and you get this horrible, emissive process that ends up making carbon black. The US Department of Energy gave them a loan or a loan guarantee to take their first commercial plant into production.
