Schumpeter says democracy is not a goal, it's just a means for arriving at political outcomes. He points to russeau and bentham as two of his culprits because they had too idealized a notion of the democratic method. But still, shumiter says what it is a method for achieving is identifying the common good. That is, identifying what it is that the people want.
