The Importance of Law in Ancient Mesopotamia

The rules that are written down or at least made explicit, which are more law-like even if they're not actually followed. So why did people initially start writing down laws in ancient Mesopotamia? And I think there's no definitive answer to this but it does seem as though they were part of the rulers promises of justice to their people.
