Stalipin's Plan for the Second Russian Empire

Stalipin wants to lift the empire out of mediaeval despotism and turn it into a western style state. Stalipin did not have to invent anything after becoming prime min er. He just appointed a commission to examine and consolidate forty years worth of proposals, suggestions and plans that had existed going back to the 18 sixties.
