Hinan was considered so distant and so uncivilized it became a place to punish officials for all manners of political mistakes or miscalculations usually against the emperor. But an interesting thing happens in hinan in that many of these banished officials become adopted as sort of marginalized heroes who become adopted as native sons of hina.
