The FEMA Facility and the Fed's Disagreement
Stephen Keman: The FEMA facility does allow China, though, if it wanted to, to sell treasuries to the Fed and then get dollar reserves. He says a country like India, which doesn't have a currency swap line, would benefit from the FEMA repo facility. "I'm moderately sure that we didn't have any particular restrictions on particular countries," he says.
