Gorbiche was general secretary of the communist party when he took over in 19 85. His reforms were intended to revive the soviet regime to be able to compete with Ronald regan's america. Gorbiche refused to send tanks, as his predecessors had done in hungary and sylvacia. The intermediate range nuclear forces that gorbitch struck in 19 87 did not turn out to be the first step toward nuclear disarmment. And those relationships helped bring the cold war to an end; which is what Arnie says we should do now.
