The Importance of Spare Capacity in Government
If we get hit by another pandemic, there is very little room for the government to maneuver and boost the economy through fiscal stimulus or other things. So in some sense, economic growth is sort of the underlying engine that can drive all the possibilities. And finally, research and development, as we get out of the low income sort of category, we ought to be spending much more on research. It should be pooled as a sort of fund and laboratories and private sector should compete.
