At the time that these laws were passed, like, for example, Virginia was completely under military occupation. So you'd have armed groups and some of them were like the Klan and some other groups. They would be arrested and they'd be tried in the place where they did that. And can you imagine, like, you shot a blue belly in Hazard County, Kentucky and there are 12 people from Hazard County deciding whether you should go to jail or not?
