Soviet Leadership Created the Conditions That Sparked the Famine in Ukraine

In the fall of 19 32, soviet leadership started black listing towns and villages that failed to meet their grain quotas. Black listed towns were banned from receiving food and from buying basic necessities like salt or kerosene. In october, about a hundred thousand communist party representatives and military personnel were despatched to ukraine as well. During these searches, they confiscated any grain or flour or other food that they found. So to sum all this up, joseph stylen's policy had created the conditions that sparked the famine, then made the famine worse and punished its victims for being the victims of famine.
