In the German-speaking world there was a particular combination of both the possibility of full acceptance and the existence of antisemitism. This could lead many Jews Germany Austria Austria-Hungary to become self-critical in their views about Jews. Herzl is actually not unique in this except he does represent a certain type of yeah middle class German-speaking Jew of his era. Lev Pinska writes exactly the same things in his pamphlet self-emancipation 14 years before Herzl's so we can't somehow blame it all on Herzl or blame this all on on on onGermany.
