The History of the Gulag
By 1921, there were already 84 camps in 43 provinces. Even if a person himself or herself didn't do anything illegal and anti-Soviet, the fact that they were from the family of merchants or nobility, they were already a suspect. The initial idea was that criminals, anti-Soviet elements, as they were called, would be rehabilitated. At least 25,000 died during the construction of the white sea canal.
