The difficulty of verification a hindrance to such a treaty? It is, and a's been raised by the us. Among others, but i don't think it's an insurmountable obstacle. If anything, the verification for many drones would be easier than the verification for chemical weapons. I obviously terrorists could do porribly, a bit more damage than they currently do if they were to build tens of autonomis waring explosives on that scale. There's not much advantage to autonomy. Could do remote piloted attacks if you, as long as you've got 11 friends, you can probably control 24 drones and send them out and do your dirty work.
