Usually when we think of disaster, we're thinking of these relatively short duration events. Here, the actual response to those events takes place over a couple of days or weeks. As we've seen with the pandemic, we have a response that has lasted nearly two years. Climate change itself is not, from an emergency management framework, a disaster. It is influencing other disasters that are occurring. And there's kind of multiple layers of issues going on that you have to unpack.
