The Early Dynastic Period

City states with kings, elits administration and the control of produce and labor. They had their own gods, who resided, quite literally, in temple complexes. Part of that administration meant enlisting the populace to fight on behalf of the city its king and its gods. These city states fought each other for prestige and wealth but also because the territory of each city literally butted up against the next. The wars got bigger and lasted longer as time went on until by the ascent of sargon, an essentially permanent state of armed conflict prevailed.
