The Importance of Productivity in the North
Both economies are integrating much, much quicker than anybody ever expected. The problem is that the central dilemma for the North is that its productivity is much, much lower than ours. It's actually 40% lower per worker. So what I'm saying is that we're not going to let them go poor. We're going to make you rich over your mouth and feed you.
