H Hoover was in control of everything. He didn't just tell the no negotiators to stop talking and send the HR and TN. That would be much more in character with what I would think they would do. And possibly, is that because they were having such a conflict over the attorney general and who's going to be the new attorney general at that time? Well, I think that the leavening factor would be the politics of it, especially if you start, you know, big, a mass thing, death, but that's what these guys are about.
