The Process of Cultivating an Informant

Indian police at least has been credited for building deep networks of informants. Often these are people from communities who pass on tips to the police and which becomes actionable intelligence later on. I want to dig a little bit deeper into the operational activities. Without going to much specific, I just wanted to know the process as to how a particular operative at the grassroot level cultivates an informant.
