Sweden adopted an approach that i would think you would greatly approve of, because it was really pro choice, free market approacha. People were allowed to direct their own portfolios, and any fund that met certain fedutiary responsibilities was allowed in. They were lowed to charge whatever they wanted. Funds were allowed to advertise. That was the biggest advertising campaign in swedish history in an attempt to get money into these funds. And a now, this system got them 456 funds in the plan,. That number has now grown to over 600.
