CPLR in New York - It's a Presuit to Preserve Evidence
This isn't even a full lawsuit at this point. It's really kind of an exploratory move, I guess, on her part. She wants to get the facts straight before bringing the actual suit. Somebody who knows New York civil practice better than I might may better understand the situation there. But it's an interesting move on their part.
