There is no easily readily available library thing, whatever, in the ecosystem where you then don't reach for Kafka or Google Pub-Sub. You can do this kind of pattern by using something called an outbox patterns. There is no way to use postgres as a job queue that doesn't rely on polling. I'm not convinced Oban is the best way forward but it could be very powerful if used properly.
