A liberal, democratic society is built on descent and toleration. You can't permanently prosecute grudges or offences in the most em manner you can conjure - there has to be a principle of forbearance. It's also really hard to be forgiven, which is maybe another a discussion for another time. But part of forgiving is to just stand humbly and say, i'm not kidding. I'm serious. It's forgiven.
